Houseboat rates by category
The Kashmir Houseboat Owners Association, which says it was established in 1934 and has its office opposite the Tourist Reception Centre in Srinagar, publishes one rate card for all five categories. These are its rates for a double room with two adults.
| Category | Room only (EP) | With breakfast (CP) | Breakfast and dinner (MAP) | All meals (AP) |
|---|---|---|---|---|
| Deluxe | ₹6,200 | ₹7,000 | ₹8,500 | ₹10,000 |
| A | ₹3,900 | ₹4,400 | ₹5,400 | ₹6,400 |
| B | ₹2,300 | ₹2,800 | ₹3,400 | ₹4,000 |
| C | ₹1,500 | ₹1,700 | ₹2,200 | ₹2,700 |
| D | ₹1,100 | ₹1,300 | ₹1,700 | ₹2,100 |
A night for two adults sharing one room, from the association’s tariff card, read 23 Oct 2026. The card prints no date or validity period. It also shows two discounted all-meals doubles, ₹7,500 in Deluxe (“25% Discount”) and ₹5,120 in A (“20% Discount”), without saying when they apply.
One adult, extra guests and children
| Category | One adult | Extra person in the room | Child aged 5–11 |
|---|---|---|---|
| Deluxe | ₹4,900–7,500 | ₹1,900–3,300 | ₹1,300–2,300 |
| A | ₹2,600–4,300 | ₹1,300–2,300 | ₹800–1,800 |
| B | ₹1,900–3,200 | ₹900–2,000 | ₹400–1,100 |
| C | ₹1,100–2,250 | ₹500–1,150 | ₹300–650 |
| D | ₹800–1,500 | ₹400–800 | ₹150–450 (ages 6–11) |
Each range runs from room only (EP) to all meals (AP), per night. “Children below 5 years FREE”, the card says.
A worked example from the card: two adults in an A-category room with breakfast and dinner for three winter nights pay 3 × ₹5,400 plus 3 × ₹600 for heating, or ₹18,000.
What EP, CP, MAP and AP mean
| Plan | What the card says it covers |
|---|---|
| EP | “Room only” |
| CP | “Room with breakfast” |
| MAP | “Room with breakfast and dinner” |
| AP | “Room with breakfast, lunch, and dinner” |
A quote should always name the plan: the same Deluxe double is ₹6,200 room only and ₹10,000 with all meals.
What’s included, and what costs extra
- The shikara crossing is included. “The above tariff includes Shikara crossing to and from the houseboat,” the card says. If a houseboat does not include it, the Tourism Department’s 2023 rate card set crossings at ₹50 a shikara to the first row of houseboats, ₹75 from Ghats 1–12 to Golden Lake, and ₹100 from Ghats 13 and 17 to the back row or from Ghats 18 and 22 to the Kabutar Khana row, Greater Kashmir reported. Sightseeing rides cost extra: see Dal Lake shikara ride prices.
- Taxes are included. “The above tariff is inclusive of all taxes.”
- Winter heating is extra. The card charges ₹600 a room a day for room heating in winter, without naming the months. On 1991–2020 averages for the Srinagar station, nights average 1.2°C in November, −1.6°C in December, −1.9°C in January and 0.7°C in February, so ask the owner which dates the charge covers. More in Srinagar weather.
- Getting there. “Some houseboats can only be accessed by a shikara,” while others also have road access, Outlook Traveller noted in 2023. Srinagar’s houseboats are moored: “they are not mobile. They are permanently anchored to the lake.”
How houseboats are classed and regulated
“Houseboats in Srinagar are of various sizes and are classified into different categories by the government tourism department. The categories range from Deluxe (the most popular) to D Grade,” Outlook Traveller wrote in 2023. The same five names, Deluxe, A, B, C and D, appear in the government’s draft Tourist Trade Rules of August 2024, which proposed owners’ registration renewal fees of ₹50,000 for two years for Deluxe down to ₹10,000 for D, Kashmir Despatch reported. We found no final version.
The association’s card also counts the rooms in each category across the Kashmir Valley. Close to half are Deluxe.
| Category | Rooms on the card |
|---|---|
| Deluxe | 1,000 |
| A | 350 |
| B | 247 |
| C | 170 |
| D | 375 |
| All categories | 2,142 |
Under the J&K Registration of Tourist Trade Act, 1978, a houseboat counts as a “hotel” (section 2), and its operator must apply for registration before operating in a tourist area (section 9). The Act provides for the government to fix hotel rates by notification (section 15). We found no such rate notification for houseboats.
- 1978The Tourist Trade Act counts a houseboat as a “hotel”, whose operator must apply for registration before operating.
- 29 Mar 2021A houseboat policy for Dal and Nigeen is approved: a cap of 910 houseboats across both lakes, online registration, bio-digesters for waste and fire-safety checks.
- 27 Apr 2022The Chief Secretary orders a senior committee to inspect houseboats, and a rating system with a monthly published rating, Kashmir Reader reported. We found no published ratings.

Is there a 5-star houseboat? We found no official star rating for houseboats (checked 23 October 2026). “Luxury”, “heritage” and “5-star” are sellers’ own labels; the official categories stop at Deluxe.
What booking sites and operators show
Sellers use their own labels and price bands, which do not match the association’s categories.
| Seller | Labels used | Prices shown a night | Notes |
|---|---|---|---|
| Tripmore | Standard, Deluxe, Luxury | ₹1,000–2,000; ₹3,000–6,000; ₹7,000–20,000 | Page headed “Rates 2026” |
| ViaKashmir | Budget, Heritage, Deluxe/Luxury | ₹1,500–3,000; ₹3,500–7,000; ₹8,000–20,000+ | Published 30 May 2026 |
Both read 23 Oct 2026. Neither page says whether a price is per room or per person. Tripmore’s “Deluxe” band tops out at ₹6,000, below the ₹6,200 the association’s card gives for a Deluxe double, room only. Compare the category and meal plan, not the label.
Dal Lake or Nigeen Lake?
The Srinagar district administration describes the two lakes this way.
| Detail | Dal Lake | Nigeen Lake |
|---|---|---|
| From the airport | 17 km | 22 km |
| Where | A shoreline of about 15.5 km, with a boulevard “lined with Mughal era gardens, parks, houseboats and hotels” | West of Dal, joined to it by a narrow strait, beside Hari Parbat, with Hazratbal to its north-east |
| What the district says | “The houseboats are closely associated with Dal Lake” | “relatively pristine waters as compared to the Dal lake”, “deeper and less crowded” |
| Official shikara rates | ₹700 for the first hour (2023) | The same as Dal |
Sources: Srinagar district pages for Dal Lake and Nigeen Lake, read 23 Oct 2026; shikara rates from Greater Kashmir, 2 Jun 2023.

The association’s card gives one rate for each category and names no lake. The association lists its houseboats at four locations: “Dal Lake / Nigeen Lake / River Jhelum and Chinar Bagh”. Getting from the airport is covered in Srinagar airport, and the lakes’ sights in places to visit in Srinagar. Before you choose, the Go Kashmir app’s Dal Lake and Nigeen Lake place cards show each lake’s season and a 4-day forecast.

When are houseboats cheapest?
“Rates for houseboats decrease significantly in the winter season, so it is possible to negotiate,” Outlook Traveller wrote in 2023, and it named “the high season from April to June”. The Srinagar district’s visitor page lists June to August as “Perfect for houseboats” and advises: “Book ahead during summer months.” The association’s card shows no seasonal rates. For what winter is like, see Kashmir in winter.
How to book a houseboat safely
In January 2026 the Srinagar district administration’s cyber safety page warned of “Fraudulent houseboat and hotel booking websites targeting Kashmir tourists”. In April 2025, in an alert issued through its Indian Cyber Crime Coordination Centre (I4C), the Home Ministry said booking frauds run through “fake websites, deceptive social media pages, Facebook posts, and paid advertisements on search engines like Google”, and urged people to “cross-check bookings only through official government portals or trusted travel agencies”, Akashvani News reported.
- Be careful with ads and messages: the I4C alert warns against “sponsored or unknown links on Google, Facebook, or WhatsApp” and advises checking that a website is genuine before making any payment.
- Ask to see the houseboat’s registration certificate. The 1978 Act says a registered business must show it to “any bona fide customer” who asks (section 31) and display it “in a conspicuous place” (section 42).
- Get the category, meal plan, number of guests and nightly total in writing, and ask whether heating and the crossing are included.
- Ask for a bill: the Act says every hotel-keeper “shall render detailed bills” and “give receipts in acknowledgement of all payments” (section 17).
- Ask about power back-up; Outlook Traveller suggests asking whether there is a generator.
- Check the shikara has life jackets: since May 2023 each registered shikara must keep “a minimum of three life saving jackets”, The Kashmir Walla reported.
- If you are cheated online, report it at cybercrime.gov.in or call 1930.
Foreign guests: houseboats must report foreign guests on Form C. On 8 December 2025 Srinagar Police said “all hotels, guest houses, houseboats and homestay operators must strictly comply with Form-C submission norms when accommodating foreign nationals”, Greater Kashmir reported.
Help in Srinagar: the district’s visitor page lists tourist information on 0194-2479547 and the Tourist Police on 1364. Official travel advisories are in Is Kashmir safe to visit?
